Abstract

This paper addresses the policy of adoption of free software by the Brazilian government between the years 2003 and 2016, when the Partido dos Trabalhadores (PT) was in charge. This policy was part of a larger program of digital inclusion and transparency of information, but also aimed at achieving the country's political, economic and technological independence from developed nations. Following the concept of participatory democracy by Avritzer and Santos (2002), we have analyzed some speeches by members of the government to demonstrate that the guiding principle of this policy was the idea that using free software was a way of preserving the inherent rights of democracy in the country. We demonstrate how free software, in this sense, was represented in these discourses as an instrument that facilitates the relationship between the citizen and the State and the participation of citizens in political processes.
